Made offer on house, selling agent doesn’t want us to sign a contract until after we’ve negotiated, normal?

We visited a house, liked it and told our agent that we wanted to make an offer. Our agent called the selling agent and said that we had an offer and were going to sign the contract to make an offer, the selling agent said the buyers wanted to negotiate before we sign contracts. Is this what normally happens?

    NEVER. Something sounds fishy.

    All offers should be in writing. Price is only one factor. Are you qualified, when do you want to settle, are there any contingencies, are you asking for closing or anything in the house . . .

    The selling agent and the sellers are DUMB not to get your offer in writing.

    Go ahead and do your offering in writing.
